Because in 15.6 page 612. the joint deflections were known, and hence added no new unknowns to the problem, whereas in 15.12 page 639, the joint deflections were UNKNOWN, thereby adding 2 more unknowns to our set of equations, requiring the addition of 2 more equations of statics to the solution.
